Sovereign industrial capacity

The ability to retain strategic control over critical technologies and supply chains.

Sovereign industrial capacity is a state’s or company’s ability to keep strategic control over critical technologies, manufacturing, and supply chains. It means not being overly dependent on outside suppliers, foreign ownership, or single points of failure for components that matter to national security or essential services.

In cyber security, this matters because control over infrastructure is not only about networks and software. Attackers can exploit supply-chain dependence through compromised vendors, counterfeit parts, malicious updates, or coercive access to key suppliers. Defenders reduce that risk by diversifying vendors, verifying component provenance, using secure procurement, maintaining inventory visibility, and planning for domestic or trusted production of sensitive systems. In strategic sectors like space, defense, energy, and telecom, sovereign industrial capacity is part of resilience: it helps ensure that critical systems can be built, repaired, and defended without losing strategic autonomy.
