Shadowed policy

a rule that is hidden or overridden by another rule, making enforcement harder to reason about.

A shadowed policy is a firewall or access-control rule that is hidden, fully or partly, by another rule that matches earlier in the policy order. Because the higher-priority rule captures the traffic first, the later rule may never take effect, or it may only apply to edge cases. In practice, this makes enforcement difficult to reason about and can create a false sense of security.

Shadowed policies matter because attackers and defenders both benefit from confusion in rule sets. A blocked service may still be reachable through an overlooked exception, while a supposed allow rule may be ineffective because another deny rule overrides it. Security teams look for shadowed rules during audits, rule recertification, and policy cleanup, often using management tools that analyze overlaps, rule order, and unused entries. Removing or correcting shadowed policies improves visibility, reduces risk from rule sprawl, and makes firewall behavior easier to verify and defend.
