Risk uncertainty is the lack of clear visibility that makes it harder to judge exposure, response options, and likely impact. In cyber security, it usually appears when defenders do not fully know what assets exist, which controls are active, or where exceptions and drift have weakened the environment.
This matters because security decisions depend on confidence. If teams cannot tell whether a system is covered, they may underreact to real exposure or waste time on low-priority issues. Attackers benefit from that uncertainty: they look for gaps, delayed fixes, and inconsistent enforcement. Defenders reduce risk uncertainty with asset inventories, configuration monitoring, logging, and regular verification, so they can estimate damage more accurately and respond faster when something changes.
