QC1

a qualification level under the MIMIT/ACN framework used to identify eligible cloud and cybersecurity providers.

QC1 is a qualification level in the MIMIT/ACN framework used to mark cloud and cybersecurity providers as eligible for certain public purchasing programs. In practice, it is a compliance label: a supplier meeting the required technical, organizational, and security criteria can be considered for funded projects, while non-qualified vendors cannot.

For cyber security, QC1 matters because it helps buyers reduce vendor risk before deployment. A qualified provider is more likely to support baseline controls such as secure configuration, access management, logging, backup, and incident response. In real defenses, QC1 appears during procurement reviews and voucher applications, where organizations must match a security need to an approved service category and an eligible supplier. This makes QC1 part of the security boundary: it does not secure a network by itself, but it helps ensure the purchased cloud or security service can be trusted, governed, and audited.
