Participation

the involvement of affected people in decisions that shape outcomes.

Participation is the involvement of affected people in decisions that shape outcomes. In cyber security, it means including users, administrators, developers, customers, and sometimes wider communities when setting policies for access, privacy, logging, retention, and response. Security works better when the people who must follow it understand the trade-offs and can help shape them.

This matters because many security failures are social as well as technical. If controls are imposed without participation, people may bypass them, reuse passwords, ignore alerts, or move sensitive work into unmanaged tools. Real defenses use participation through security reviews, consent and permission design, bug bounty programs, shared governance, and incident response plans that include business and legal stakeholders. The goal is not to make every decision by committee, but to reduce blind spots and build controls that are usable, accountable, and harder to evade.
