Operational attack capability

A system’s ability to support or carry out harmful cyber activity.

Operational attack capability is the practical ability of a system, model, or workflow to support harmful cyber activity. It is more than producing dangerous text: it includes generating exploit steps, automating reconnaissance, chaining tasks, or controlling tools in ways that can be used for intrusion, abuse, or disruption.

This term matters because security teams need to separate legitimate defensive research from behavior that could be turned into an attack path. In real environments, the boundary is often about permissions, tool access, and human approval. A model may be safe to use for testing or validation, but if it can trigger commands, modify systems, or guide an operator toward exploitation, it may have crossed into operational attack capability. Defenders use this concept to set policy limits, require oversight, and reduce the chance that AI-assisted workflows become abuse-enabling infrastructure.
