Non-proliferation

The set of policies and controls aimed at preventing nuclear material from being diverted to weapons use.

Non-proliferation is the set of policies, technical controls, and oversight measures designed to prevent nuclear material, equipment, and know-how from being diverted to weapons use. It includes safeguards, export controls, inspections, material accounting, and chain-of-custody procedures. In practice, non-proliferation matters because even small gaps in tracking or access control can create serious strategic risk. It helps governments and operators keep sensitive material within declared civilian uses and supports international trust and treaty compliance.

In cyber security, non-proliferation depends on the integrity of digital systems that record inventories, monitor sensors, and manage access to facilities. An attacker who alters logs, spoofs readings, or disrupts communications could hide unauthorized movement or obscure an anomaly. Defenders therefore protect these systems with network segmentation, strong authentication, immutable logging, continuous monitoring, and independent reconciliation of physical and digital records. In other words, cyber defense is part of non-proliferation because data integrity is essential to material control.
