A network management system (NMS) is the control layer that monitors, configures, and operates communications infrastructure. In telecom and critical infrastructure, it collects device status, pushes configuration changes, manages alarms, and supports performance and fault handling. It is not the data path itself; it is the layer operators use to keep the network running.
In cyber security, the NMS matters because whoever controls it can often see the whole network and change how it behaves. Attackers who reach this layer may disable alarms, reroute traffic, weaken segmentation, or interfere with recovery. Defenders protect NMS platforms with strong access control, logging, segmentation, and strict change management. In submarine-cable systems and other cross-border networks, the NMS is especially sensitive because operational control can matter as much as physical ownership.
