MVE

Monitoring, vigilance, and enforcement, the supervisory side of compliance.

MVE stands for monitoring, vigilance, and enforcement. In cyber security and regulatory compliance, it describes the supervisory side of a control framework: checking whether required safeguards exist, watching for gaps or violations, and applying corrective or legal pressure when obligations are not met. It is less about building defenses directly and more about proving that defenses are being maintained and reviewed.

MVE matters because many security failures are not only technical, but also governance failures. Organizations may have logs, access controls, and incident plans, yet still fall short if they cannot show oversight, risk review, or evidence of follow-up. In practice, MVE appears in audits, regulator questionnaires, compliance reviews, and enforcement actions. Defenders use it to structure documentation, ownership, and escalation, while attackers may try to exploit weak governance by targeting poorly monitored systems or by hiding activity where oversight is thin. Strong MVE makes security controls auditable and accountable.
