Mobilization is the coordination phase in a security program where identified issues are assigned to the right owners, tasks are prioritized, and remediation is pushed through to completion. In CTEM, it comes after validation: once a weakness has been confirmed as real and relevant, teams decide who must act, what change is needed, and how to verify the fix.
It matters because many security failures are not caused by missing detection, but by slow execution. A scan can reveal exposed services, misconfigurations, or vulnerable software, but risk only drops when infrastructure, application, identity, and operations teams work from the same plan. In real attacks, mobilization helps defenders close the specific path an attacker could use. In defense, it creates accountability, shortens response time, and prevents fixes from getting lost in separate backlogs.
