Institutional continuity

the ability of an organization to keep operating effectively through change.

Institutional continuity is an organization’s ability to keep operating effectively during change, such as staff turnover, system upgrades, restructuring, or a security incident. In cyber security, it matters because defenses are only as strong as the institution’s ability to preserve knowledge, access, and process when people or tools change. If only one person knows how backups work, how an admin console is configured, or how to approve emergency access, continuity is fragile.

Attackers often exploit continuity gaps. They wait for handovers, overloaded teams, or unclear responsibilities, then use phishing, stolen credentials, or ransomware to disrupt work. Defenders strengthen continuity with documented runbooks, role-based access, multi-factor authentication, tested backup and recovery procedures, asset inventories, and regular offboarding and onboarding reviews. The goal is not just to survive a breach, but to keep critical services running while the organization adapts.
