High cybersecurity threshold

A capability level indicating a model may meaningfully accelerate serious cyber operations.

A high cybersecurity threshold is a capability level where a model can meaningfully speed up serious cyber operations. It does not mean the system is automatically malicious; it means its output is strong enough to help an attacker or defender do real work faster, such as researching vulnerabilities, chaining steps into an exploit, automating reconnaissance, or improving malware analysis.

This term matters because risk is no longer just about whether a model can answer cyber questions. The key issue is whether it can compress workflows and reduce the human effort needed for abuse. In defense, crossing this threshold can trigger stricter access controls, trusted-use programs, logging, and human review. In attack scenarios, it can increase scale, speed, and consistency, making manual barriers easier to bypass. A “high” threshold is serious, but it is still distinct from the most extreme “critical” tier, where containment requirements become even tighter.
