Fixed fee

a recurring charge that does not depend on consumption.

A fixed fee is a recurring charge that stays the same regardless of how much a service is used. In billing systems, it is separate from usage-based charges such as per-transaction, per-minute, or per-kilowatt-hour pricing. The amount may be monthly, annual, or tied to a contract term, but the key property is that consumption does not change the fee.

In cyber security, fixed fees matter because billing logic is part of the trust boundary. Attackers may target subscription systems by altering plan data, duplicating accounts, or abusing refunds and upgrades to create unauthorized charges. Defenders monitor rate tables, entitlement changes, invoice generation, and audit logs to make sure the fixed amount matches the contract. A fixed fee also helps analysts spot anomalies: if a supposedly constant charge changes unexpectedly, it can indicate fraud, misconfiguration, or tampering in a payment or customer management platform.
