Digital development means expanding digital services, infrastructure, and access in a way that supports social and economic growth. In practice, it includes broadband, cloud platforms, mobile services, e-government, payment systems, and the skills and institutions needed to use them safely. It is not only about adding more technology; it is about making digital systems reliable, inclusive, and sustainable.
In cyber security, digital development matters because every new service, endpoint, and user account can increase the attack surface. Attackers often exploit weak authentication, poor configuration, unpatched software, or insecure supply chains in fast-growing environments. Defenders use secure-by-design standards, identity controls, monitoring, backups, and training to keep growth from becoming fragility. Strong digital development helps organizations and governments build security into expansion instead of trying to retrofit it after an incident.
