Data unavailability

a state where disclosed material is missing, withheld, or not yet posted.

Data unavailability means that material referenced in a disclosure or claim is missing, withheld, or has not yet been posted. In cyber incidents, this may describe a leak-page listing where no sample or dataset is accessible. It does not establish whether data was stolen, whether a breach occurred, or why the material is absent.

This distinction matters because attackers may use victim listings to create pressure before publishing evidence, while material can also be delayed, removed, or inaccessible for unrelated reasons. Defenders should treat the status as an unverified claim: preserve relevant records, check systems and access logs for signs of compromise, and clearly separate confirmed findings from allegations. Data unavailability is a statement about what can currently be inspected, not proof of an incident’s scope or outcome.
