Criminal infrastructure

The systems, locations, and processes that support organized crime at scale.

Criminal infrastructure is the organized system that lets crime operate repeatedly at scale. It includes the physical sites, people, communications, money movement, and administrative processes that keep a fraud or trafficking network running. Instead of a single offender acting alone, the group may rely on call centers, payment mules, encrypted messaging, hosted services, document fraud, and coerced labor. This structure makes criminal activity more resilient, because disrupting one part does not always stop the whole operation.

In cyber security, criminal infrastructure matters because many scams are only partly digital. The online layer may handle phishing, account takeover, or fake investment offers, while the back end handles laundering, identity checks, and logistics. Defenders look for patterns such as reused infrastructure, shared payment routes, and coordinated accounts. Law enforcement and anti-fraud teams can weaken these networks by freezing funds, tracing infrastructure links, improving identity verification, and removing the systems that enable repeat abuse.
