Cloud qualification is the formal review process used to decide whether a cloud service is suitable for public-sector use. It checks security controls, governance rules, data handling, resilience, audit logging, identity management, portability, and exit or migration planning. In practice, qualification means proving that the service meets an approved baseline before sensitive workloads are allowed on it.
This matters because cloud security is not only about vendor reputation; it is about whether the service can be safely operated under public accountability. A qualified service reduces the risk of misconfiguration, weak access control, data loss, and lock-in. Defenders use qualification to compare providers, enforce minimum standards, and document who is responsible for incidents. Attackers benefit when organizations skip qualification and deploy systems with exposed storage, excessive permissions, or unclear logging. For municipal AI and other public services, cloud qualification helps ensure that convenience does not outrun control.
