CE-TCOs means cyber-enabled transnational criminal organizations: foreign criminal groups that use digital tools to support fraud, extortion, scams, money laundering, credential theft, or other profit-driven crime. The “transnational” part matters because these groups often operate across multiple countries, using servers, payment channels, and victims in different jurisdictions to make investigation and prosecution harder.
In practice, CE-TCOs rarely depend on a single technique. They may combine phishing, account takeover, malware, spoofed infrastructure, and rapid domain or hosting changes to evade detection. Defenders focus on telemetry, attribution, infrastructure disruption, and financial tracing to break that chain. The term is important in cyber security because it frames cybercrime as organized, cross-border criminal enterprise rather than isolated hacking, which changes the legal, operational, and intelligence response.
