Bargaining power

A worker's ability to negotiate pay, conditions, and career progression.

Bargaining power is a worker’s ability to negotiate pay, workload, working conditions, access to training, and advancement. In security-sensitive environments, it also shapes whether people feel able to refuse unsafe practices, report problems, or ask for better controls without risking their job.

It matters in cyber security because weak bargaining power can push workers to accept rushed onboarding, excessive access, poor supervision, or skipped training, all of which increase operational risk. Attackers can exploit that imbalance by targeting low-leverage contractors, temp staff, or junior employees with phishing, coercive requests, or fake job offers. Defenders reduce the risk by using clear escalation paths, role-based access, mandatory training, and management that supports reporting and safe refusals. Stronger bargaining power generally helps build a security culture where people can raise concerns before they become incidents.
