Attribution confidence

how strongly evidence links an event to a specific actor.

Attribution confidence is a measure of how strongly available evidence links a cyber event to a specific threat actor, group, or infrastructure. It is not the same as a guess or a public claim: it reflects the quality, quantity, and consistency of indicators such as malware overlaps, command-and-control patterns, victimology, language cues, and technical tradecraft.

This matters because weak attribution can lead defenders to chase the wrong adversary, overstate risk, or make premature public statements. In ransomware cases, a victim listing may name an organization and attach pressure tactics, but that alone does not prove a breach or identify who was behind it. Security teams raise attribution confidence by correlating external claims with internal telemetry, logs, endpoint artifacts, and network traces. High confidence supports better containment, threat hunting, and legal or intelligence decisions; low confidence calls for caution and verification before action.
