An asset owner is the organization that operates and is accountable for an OT environment, such as a plant, substation, water facility, or pipeline network. In industrial security standards like ISA/IEC 62443, the asset owner is not just the equipment owner; it is the party responsible for keeping the system safe, available, and secure over its full lifecycle.
This role matters because OT security decisions affect physical processes, not just data. The asset owner defines security policies, maintains the asset inventory, sets segmentation and access rules, manages supplier and integrator requirements, and decides how to handle legacy systems that cannot be patched quickly. In a real attack, the asset owner must coordinate detection, containment, recovery, and safety checks. Defenses work best when the owner clearly assigns responsibilities to internal teams and vendors instead of assuming a contractor or product supplier will manage risk.
