Article 48

The DSA provision that covers voluntary crisis protocols for informational emergencies.

Article 48 of the Digital Services Act is the EU provision that allows voluntary crisis protocols during informational emergencies. It is meant for situations where false alerts, manipulated media, or coordinated rumor campaigns can make a real-world crisis worse. The point is not to censor speech broadly, but to create a bounded process for cooperation between platforms, public institutions, and civil society when speed and trust matter most.

From a cyber security perspective, Article 48 matters because disinformation can act like an operational threat: it increases panic, overloads responders, and undermines public trust in warnings and guidance. In practice, defenses may include pre-agreed escalation rules, content labeling, rapid verification channels, and clear end dates for any temporary measures. The key security lessons are familiar: define triggers before a crisis, keep actions transparent, and avoid letting emergency controls become permanent. Article 48 treats information integrity as part of resilience.
