The Anatomy of a Dark Web Scam

Operation Alice began quietly in mid-2021, as cybercrime units in Germany noticed a surge in dark web sites advertising “packages” of CSAM. The platform, run by a 35-year-old suspect in China, offered not only these illicit materials but also cybercrime-as-a-service tools, like stolen credit card data and access to compromised systems. The sheer scale was staggering: at its peak, the network used 287 servers, with more than 100 hosted in Germany alone.

But there was a twist. The sites were pure deception. They lured potential buyers with previews of supposed CSAM, demanded payments ranging from EUR 17 to EUR 250 in Bitcoin, and delivered nothing in return. Yet, the criminal intent of the users was clear - Europol stresses that even attempting to purchase such material is a crime in many jurisdictions, and authorities are investigating over 100 identified buyers so far.

Police estimate that the scam’s operators collected around $400,000 from nearly 10,000 duped users. While none received the illegal content they sought, their actions have exposed them to prosecution and further investigation. German authorities have now issued an international arrest warrant for the alleged Chinese mastermind.

Operation Alice is a rare example of a criminal enterprise that both exploited and entrapped would-be abusers. While the seizure of these sites means fewer places to trade or even pretend to trade in CSAM, it also highlights the grim demand that fuels such markets. Europol, meanwhile, continues its broader child protection efforts, from the Help4U support platform to its “Stop Child Abuse – Trace an Object” initiative - tools designed to turn the tide against online child exploitation.

The takedown of the Alice network is a chilling reminder: the dark web is not just a haven for crime, but also for predators preying on each other. As law enforcement adapts, so too do the criminals - but with every operation like Alice, the net tightens on both sides of the criminal equation.
